Making a set of LED's flash a certain way using a PCB

I am working with my brother-in-law to modify his car so that he can have a 
pup
set of amber LED is flashing in his back window the same way police car

We are starting from scratch so this is going to

What we

wanna do is create a circuit (or multiple circuits) that can make 8 LED is 
flash in these sequences.
(they flash in order of the numbers)

-- 2 -- 3 -- 4 -- 4 -- 3 -- 2 -- 1
1 -- 2 -- 3 -- 4 -- 5 -- 6 -- 7 -- 
8
8 -- 7 -- 6 -- 5 -- 4 -- 3 -- 2 -- 1

i honestly have no clue how I'd get them to blink 
in that sequence
at a pace quick enough to make them effective... />.
if anyone can give me instructions on how to make such a 
board(s), tips, or references to electronic devices / boards that already 
do this
(flash in that sequence, NOT already assembled bar 
lights)

I've been thinking about doing the exact same thing on the back of my van

My approach would be to use a small microprocessor to control the lights

(since this is something that I do as both hobby & work). years ago I  
built a number of displays that had different circuits of lights that  
would run sequences, all built around logic gates since processors were  
expensive at the time.  
 
Guessing that you have no experience in programming microprocessors, I  
would suggest that you look into a product called ''the basic stamp''. It  
is a small processor that you program in a computer dialect called  
''basic'' (an easy to learn computer language).
